Category A1 Rules For Motorcyclists
The rules for Category A1 are designed for those who want to drive small motorbikes. These vehicles have a capacity of up to 35kW. They cannot be derived directly from vehicles with more than double their power.
Open category drone operations are divided into three subcategories - A1 to A3. You can fly current drones that have class label C0 or C1 in the A1 subcategory (fly over people) until January 2024.
A1
Category A1 is the earliest of three drone categories controlled by EASA. It applies to aircraft up to a maximum takeoff mass (MTOM) which is 25 kilograms. It requires a log of flight and a flight plan as well as an identification system for remote use and a geoawareness. The drone should be in the view of the pilot at all times. It is prohibited to fly over large groups of people or in areas that are used for industrial, commercial or recreational reasons. The drone must remain less than 120 meters above the ground level.

A1 applicants must have at least 16 years of experience two-wheeled vehicles. They must also complete the mandatory basic training and have passed a theory test and a practical test. Additionally, they must have an official medical certificate.
A1 license holders are allowed to drive two-wheeled mopeds, as long as their capacity of cylinder is not more than 125 cc and their power-to-weight ratio is not greater than 0.1 kW/kg. They can also ride motorcycles with a maximum cylinder capacity of 125 cc as well as trikes, quad bikes and quad-bikes.
The category A1 licence has been designed to make it easier for drivers to get to the next category of vehicle. This allows drivers to drive vehicles that have the maximum weight of 35 kW. This permits you to gain experience driving less powerful cars before moving up to higher licence categories.

A2

You can also fly drones that have a maximum mass of 4kg in the A2 category however, they must be kept at a safe distance from people during take-off and landing. The drones must be at least 30m in horizontal distance from people in low-speed mode, or 5m when they are not involved. You also must pass the A2 Certificate of Competence (A2 CofC) test to fly in this category.

A2 can also allow you to operate transitional drones which aren't CE registered, but have been modified to reduce the risk of collisions with people. You will only be able to fly these drones in A2 until the end of 2022, after which they'll need to comply with the A3 regulations.
The A1 and A2 categories will allow you to become a confident and safe motorcyclist. The number of lessons needed will depend on your ability and your progress in your learning, but you must complete a certain amount of special rides. This includes at least five-hour lesson on country roads and four on highways and three lessons at dawn or in darkness.
A3
This category permits drones with a a maximum takeoff mass of 25 kg. Although it is a less risk operation, strict precautions must be taken to minimize potential incidents. A distance of safety of 150 metres is required from industrial, commercial, residential and recreational areas. This category also requires drones to have an identification system for remotes and geoawareness systems.
Like the Open category, this tier is divided into subcategories A1, A2 and A3. The A1 subcategory allows flights that involve uninvolved people and is exclusively designated for drones having a Class identification label C0 or C1. It is required to be at least 30 meters from third parties while flying at flight height, or 5 metres in slow flight mode.
Drones that are class-identified with the label C2 can be operated in subcategory A2 in the event that the drone is in compliance with the size requirements and the remote pilot is able to pass an additional exam of theoretical knowledge. This test is designed for the remote pilot to evaluate their understanding of the technical and operation mitigations that address the additional dangers associated with flying bigger drones (class A2, less than 4kg mass), close to people. The successful completion of this test will result in the awarding of an 'attestation of competence to fly in category A2'.
There are 'transitional arrangements' which allow older drones that are not certified, to be operated under categories A1 and/or A2 for a period of two years following the implementation of the new EU regulations. Legacy drones must not be flown over people and must carry an A2 CofC.
To operate a drone in this category, you need to first pass the online flyer identification test and then take a theoretical exam. You also need to prove that you have some real-world understanding of your drone and submit a written declaration of competency. These requirements are similar to the driving licence model, where a person who first obtains an endorsement for a less powerful vehicle category can gain access to an upgrade to a higher category.
A4
The DOH is preparing detailed guidelines for category A4. These guidelines will be consistent with other operations and will include specifics such as the number of dressings changed each day. These guidelines will be presented to the Inter-Agency Task Force for the Management of Emerging Infections, (IATF-EID) as well as the DOH National Immunization Technical Advisory Group. The IATF-EID and the DOH-National Technical Advisory Group on Immunization will review and approve these guidelines before they are finalized.
Drones that have the label of class identification C0 or C1 can fly within 50 metres of those who aren't involved in the incident. This is a category with low risk however, strict safety precautions are required to reduce incidents. Drones classified as A1 or A2 must take an additional theoretical test before they can operate in this subcategory.
This examination aims to assess the level of knowledge about the risks associated with flying drones near people. The certificate of competence is awarded upon passing this test. The operator must maintain at least 30 metres between the aircraft and any non-involved person or 5 metres if flying in slow-flight mode.
